You might want to reach out to some of the 'verified' people on your list - I am sure that you follow - and are followed by - some that would be willing to tell you what they did. I remember, early on, that there was a company charging for this but it sounded a bit dubious so I ignored it.
Good luck!

What to do if you live in Russia or in any other country and write in Twitter. The big question ... How to be in this situation?

For a "groundbreaking social engagement platform" twitter (corporate) does a surprising amount of "not engaging"

It would seem to me that Twitter would at very least have the common decency to make sure that they give a URL or link to pages they refer you to. Of course, it would also seem to me that Twitter would actually tell you what was wrong with your request so you could address the issues as well.

As for Ed's comment about the average user ranting about not being verified being self-important delusion - well, that is an opinion that one might have until someone is impersonating them and they are receiving the backlash for it. Then it will not seem so self-important and delusional.

Agreed to some point Ed - but why announce verification as a process and invite people to apply for it - and then take 9 months to respond with a vague/cryptic response?

- What does their response mean?
- What's a business center page?
- What's someone who has no idea what that is to do?

I guess ultimately it doesn't matter if I'm verified or not - a few people were tricked by people impersonating me I guess but most people work out where my account is. However it just seems like a bizarre response.... and one that has impacted numerous people.
